Standard

a benchmark measurement of resource usage, set in defined conditions on the basis of expected, potentially attainable, prior or comparable performance standards. Standards may be set at attainable levels, which assume efficient levels of operation but include allowances for normal loss, waste, and machine downtime, or at ideal levels, which make no allowance for the above losses and are only attainable under the most favorable conditions.
